A few red states are doing well by this metric, on the basis of exploiting a natural resource, particularly fossil fuel sources. What this figure does NOT encompass however is the actual costs in damage to those states, which are not included in the front end costs, and even with these sources, the red states tend to do badly by other metrics, like health and education outcomes.
