Job Description

This position leads the implementation and continuous advancement of the department’s asset management system. As the a member of the leadership team for asset management for Strathcona County this role will ensure the advancement and best fit for of asset management tools within Transportation and Agriculture Services (TAS). This role also provides advanced and technical leadership, expertise, support while providing supervision for the department’s GIS and technology initiatives and staff.

Responsibilities
• Develops a comprehensive asset management plan for Transportation and Agriculture Services (TAS) department
• Collaborates with all stakeholders on the development and implementation of best practices and work processes aligned with TAS Asset Management Policy in support of sustainable TAS infrastructure
• Analyzes existing accepted best practices, emerging technologies and management strategies and leads and supports development and implementation of procedures and policies
• Assesses, monitors and reports on all aspects of the asset management plan including infrastructure performance, life cycle analysis and level of service for rehabilitation and maintenance
• Supervises and directs County staff on collecting, updating, recording, sorting and reporting of information for assets under the asset management plan for TAS and other departments
• Coordinates TAS asset data management and collaborates with department GIS staff to meet TAS asset planning, financial, engineering and operational requirement including asset data, asset management tolls and processes to address transportation requirements
• Analyzes current asset conditions using the information collected to review and ensure cost an effective investment decision are being made for the rehabilitation and maintenance of TAS assets
• Acts as a liaison between technical asset management and financial stakeholders to attain full understanding of asset management and how it pertains to the reporting of capital assets and reports generated for Finance
• Ensures the department web mapping and map publishing is consistent and meets the current best practices as published and produced by the GIS Specialists
• Provides leadership and supervision of TAS GIS solutions and mapping services to internal users and customers
• Supervises, coaches and mentors branch staff

Qualifications
• University Degree in GIS or Asset Management combined with 7 years related experience in Asset Management and GIS; OR
• Related two year diploma in GIS or Asset Management along with 10 years related experience; OR
• Bachelor Degree in Engineering with minimum of 5-7 years of directly related Asset Management experience plus registered or eligible for registration with Associate of Professional Engineers, Geoscientists of Alberta (APEGA) or the Associate of Science and Engineering Technologist of Alberta (ASET); OR
• Combination of applicable post-secondary diploma or degree with related asset management training will be considered
• Advanced knowledge of municipal asset management and the principles and operations of asset management
• Proven leadership and general business skills as well as Project Management and Contract Management experience
• Advanced understanding of geographic principles and practices with expert cartographic, analytical, GIS database administration and troubleshooting skills
• Advanced user of ESRI GIS Suite of tools including ArcMap and ArcGIS and a comprehensive working knowledge of ESRI Geodatabase data format, ArcGIS data models, MS Office Productivity tools, SQL queries & Road Matrix
• Knowledge of Highways Development and Protection Act; Transportation Association of Canada’s Geometric Design Guide & Uniform Traffic Control Devices; Alberta Transportation Highway Design Guide; and Strathcona County’s Engineering Servicing Standards
• Valid Class 5 Alberta Motor Vehicle Operators License

The annual salary range for this permanent full time position is $77,314 to $96,642, working 35 hours per week.
