Job Description

Reporting to the Manager of Agriculture and Environment Services, the Municipal Lands Technician is responsible for supporting the Municipal Lands Specialists with the administration and asset management of County Lands including planning and development of parks and open spaces and the creation of maintenance and operational plans. In addition, this position will assist with the ongoing disposition of County Lands such as Municipal and Environmental Reserve acquisitions, sale of County Lands and preparation of easement and occupation agreements such as leases, License of Occupations and/or access agreements.

This position requires high level technical GIS (Geographic Information Systems) skills and field experience to support and contribute effectively to the Department.

The typical minimum level of education to perform this job competently is completion of a diploma training program at a university, college or technical school. It would typically require a minimum of six months to a year professional experience and continuous learning to competently perform this job. An equivalent combination of related experience and education may be considered.

Duties and Responsibilities:

• Responsible for parks, open space, pathway and trail field data capture; integration of subsequent data into County Lands GIS asset database and ongoing analysis of data for asset management purposes.
• The ability to accurately review materials, plans, specifications, graphics, and information relating to the Municipal Lands Section’s responsibilities.
• Possess a good understanding of the Municipal Government Act and its regulations pertaining to land use planning and development, specific to reserve lands.
• Demonstrate excellent interpersonal skills when dealing with applicants, Council, government agencies, developers, contractors and the public.
• Ability to communicate effectively both verbally and in writing.
• Assist with the preparation of memos, reports and presentation material for community meetings, open houses and information sessions.
• Support the Parks and Open Space Master Plan’s vision and recommendations with other internal departments in order to achieve quality and diverse open spaces for County residents.
• Assist in developing procedures and standards for data collection and integration.
• Prepare maps using proper cartographic principals.
• Perform spatial queries and analyses using a variety of GIS programs and relational databases.
• Receive and respond to public inquiries pertaining to County Lands.
• Outside work requiring walking and bicycle riding in a variety of weather and environmental conditions is occasionally required.
• In conjunction with the section Manager, actively seek and participate in professional development opportunities related to the position.
• Adhere to Health and Safety Legislation and Rocky View County safe work policies and procedures at all times, ensuring the protection and safety of self, co-workers, the public and environment.
• Ability to coordinate and complete special projects as assigned and be able to use independent skills and decision making to determine general approaches for successful completion.
County Land Administration
This position will provide support and assistance to the Municipal Lands Specialists in regards to:
Asset Management
• Disposition of corporate property including acquisitions, leases, licenses of occupation, land donation and/or sale of County Lands.
• Preparation of Utility Right of Way agreements, Temporary Access Agreements, and/or Easements located within County Lands.
• Life cycle planning for park and open space assets including land identification signage, site furnishings such as benches, waste bins, playgrounds, fencing and other related amenities.
• Administration of the Memories and Milestones Commemorative Program.
Field Work: Site Inspections
• Conduct on-site inspections of County Lands to ensure lands are in compliance with applicable Municipal, Provincial and/or Federal regulations and the terms of occupancy agreements.
• Inspections related to construction of County Lands including landscaping; site amenities and pathway and trails, in accordance to applicable Development Agreements.
• Manage all reported encroachments on County Lands and initiates an appropriate enforcement response.
• Organize legal land surveys and related boundary identification when required.
County Lands Maintenance and Operation Planning
• Preparation of maintenance plans and service guidelines for parks, open spaces, pathways and trails utilizing appropriate resources.
• Schedule, prioritize and organize County Land inspections.
Position Requirements
• An undergraduate technical diploma/certificate in geography, parks and recreation administration, rural or urban planning, landscape architecture, environmental planning, horticulture or a related field is required and a minimum of six months of related experience is required.
• Previous local government experience is a preferred asset. Equivalent combinations of related education and experience may be considered. Proficiency with Microsoft Office suite, ESRI ArcGIS software, and excellent customer services skills is required.
• Approach issues in an open minded and un-biased manner and demonstrates creativity to develop and implement cooperative solutions that are achievable through interpretation and application of related legislation.
• Accurately interpret legal survey plans, development drawings, landscape plans and legal land descriptions.
• Demonstrate good organizational, time management, writing, skills.
• Demonstrate a strong ability to maintain a high standard of quality, accuracy, timeliness, and confidentiality of work performed.
• Demonstrate excellent interpersonal skills to deal with applicants, government agencies, developers, and the general public, both in person and on the telephone.
• Identify priorities and effectively delegate and organize the work of one’s self and other team members.
• Contribute to a cooperative team oriented environment; demonstrates a positive attitude and ability to foster a positive work environment.
• Able to take initiative and work independently with little or no supervision.
• Possess exceptional computer skills and is proficient with Geographic Information Systems (GIS) applications such as ESRI ArcGIS.
• Proficiency in MS Office (Outlook, Word, Excel, Power Point, Project, and Visio).
• Possess a valid class 5 driver’s license.
