Racism against any race occurs mostly due to the non-virtuous individuals in the race. Racism against Blacks, especially against Black men, is caused because this race has a higher proportion of low functioning sociopaths among them, not due to their Black race per se. A similar thing occurs in Askhenazi Jews, who have a lot of high functioning psychopaths among them.
Eugenics can improve empathy in particular and also intelligence among Blacks via replication of their virtuous minority. This will produce a race that is less hysterical and has more empathetic rationality and wisdom.
Sociopathic Blacks give a bad name to the whole race. The sociopaths should be separated from the virtuous Black minority and treated as a two different groups. Sociopathy within a social complex causes degeneration of the group. Real and evolved humans are cooperative and virtuous good people.

Bottom line is I agree with almost everything he says here, but it might be nice to prove some of these assertions scientifically. Other than eugenics, we are entering the age of gene therapy and may soon be able to create designer humans. In addition, in the modern drug era, we have drugs to treat and ameliorate all sorts of conditions both physical and mental.
I am not certain if Ashkenazim have a higher percentage of high-functioning sociopaths among them. I would agree that a lot of antisemitism is because Jews seem to have a high percentage of people who simply act bad. In their case, acting bad boils down to lying, cheating and stealing and white-collar crime at which they excel. I really doubt if most people dislike Jews for no reason or no good reason. Most people who dislike Jews probably dislike them because they think they act bad, and there seems to be some observational evidence that this is true.
