SB County Approves Demolition of High Desert Substandard Structures

SAN BERNARDINO COUNTY – The San Bernardino County Board of Supervisors at Tuesday’s meeting approved 4-0 (with Supervisor James Ramos absent) the demolition of substandard structures in the unincorporated areas of the county.

Tom Hudson, director of the Land Use Services Department, recommended in his report that the county demolish substandard structures on eight subject parcels in the High Desert to remove “hazardous conditions, blight, and public nuisances.”

Hudson also directed the county to levy the total cost of the demolition, $61,744.00, as special assessments against the properties “should the individual owners fail to pay all costs associated with each demolition upon completion of the work, and authorize all costs recovered be directed to the Economic Development Agency – Department of Community Development and Housing.”

The total demolition costs of $61,744.00 will be paid with Community Development Block Grant funds appropriated through Community Development and Housing revolving funds for hazardous structure abatement. Then Land Use Services will direct all recovered costs from the property owners to the Department of Community Development and Housing.

According to the report, the director of Land Use Services “determined by inspection” that the following properties maintain substandard conditions as defined by SBCC section 63.0604: properties in the 1st District include four in Apple Valley – 10974 Central Rd., 21461 Picket Wire Rd., 11197 Mills Rd., and 9849 Cerra Vista Rd., as well as 34306 Holland Rd. in Barstow, 35155 Birch St. in Grandview, and 8989 Sunset Rd. in Baldy Mesa; and one 3rd District property, 27984 Calico St. in Barstow.

The owner of record and other interested parties have been notified of the violations and the county has posted Notices of Action and Notices of Defects on each property.

Two out of seven contractors, Environmental Klean-Up and A. F. Valdivia & Sons, were accepted through a bidding process by the County Purchasing Department to perform the required demolition and abatement work.
