CIPE’s Board of Directors and staff are deeply saddened by the loss of New Jersey Congressman Donald M. Payne, who passed away on Tuesday, March 6, 2012. Payne was a longtime supporter of CIPE’s mission and served on the National Endowment for Democracy board from 1994-2003. He was 77.
