Phelan – The community services district board will meet Wednesday to consider adopting an ordinance that will authorize rules and regulations for the use of district pubic parks and recreation facilities.
According to a staff report by Don Bartz, general manager of the Phelan Pinon Hills Community Services District, the parks ordinance was introduced, and a first reading was waived, at the Sept. 4 board meeting.
“In order to make changes as needed to rules and regulations for use of district parks and recreation facilities, an ordinance with a mechanism to do so is required,” Bartz said in his report.
With this mechanism in place, the board will also discuss and possibly take action Wednesday on a “resolution” by the board’s members to establish specific rules and regulations for the use of district parks and recreation. The resolution was introduced at an Aug. 21 board meeting, when the board reviewed proposed changes to the district’s park rules suggested by the Parks, Recreation and Street Lighting Committee, according to a report by Bartz.
Some of the proposed changes to the district’s park rules include setting park hours from 7 a.m. to dusk – unless otherwise authorized, establishing a speed limit at 5 miles per hour, keeping dogs and cats on a leash – and allowing no other animals unless authorized, prohibiting any harm to wildlife or disturbing their habitat, not allowing profane language – fighting or gambling, prohibiting alcoholic beverages or tobacco products except in designated areas, and prohibiting golf – archery and model airplane flying.
The proposed ordinance outlines the authority of the district to enforce the rules and regulations to its park facilities, explaining that infractions are punishable with a $100 fine for the first violation, $500 for the second, and $1,000 “for each additional violation of this ordinance within one year,” according to the staff report. Additionally, if a person is found guilty of violating the provisions of the parks ordinance, the person “may be refused future access to all parks and park facilities under the jurisdiction of this ordinance.”
In other business, the board will also take possible action with the Pinon Hills Park request for proposals, where staff is recommending that the board approve “moving forward with soliciting bids for the expansion of the Pinon Hills Park.”
The district board directed staff in late 2012 to move forward with a modified park layout to the existing plans prepared by Helix and Associates, Inc. The District hired Steeno Design and TRLS Engineering, Inc. to address all conditions set forth by the County of San Bernardino’s Planning Department.
The modified features to the park layout include a 94-by-60-foot concrete basketball court, a 33-by-33-foot playground area with a double swing set, a 6-foot wide fitness track, and landscaping and irrigation.
