Definition
The Orange City Fire Department is seeking qualified candidates who are prepared for a long-term career in the fire service profession. Ideal candidates will possess excellent interpersonal and multi-cultural skills, have a strong commitment to community involvement, and have a good understanding of teaching techniques. The City anticipates filling several vacancies from the eligibility list established by this recruitment. The Orange City Fire Department offers full written testing services for the position of Firefighter through National Testing Network, Inc. (NTN).  To fill out a testing application and schedule your written exam, go to National Testing Network, select Find Jobs, choose Firefighter jobs, then sign up for the Orange City Fire Department in California.  If you have any questions regarding the written exam, please contact the NTN Customer Support Line at (866) 563-3882.  Their hours are Monday through Friday from 6:00am to 5:00pm (PST).

What to expect at the National Testing Network website:

  • Completion of the testing application process for National Testing Network (Note: This does not substitute for your City of Orange employment application.)
  • Detailed information about the testing process for the written exam.
  • Opportunity to take online practice tests at www.fireteamtest.com.
  • Ability to schedule your own convenient written exam time.  Written exams are offered onsite at various locations and given multiple times a week, including Saturdays.  Please allow for sufficient time to schedule and complete your written exam by the deadline.
  • Take high quality job simulation written exam in a standardized fair testing environment.
NTN is a service utilized by the City of Orange to conduct entry level written exams in a standardized, professional environment.  National Testing Network does not replace the Orange City Fire Department’s decision-making in the testing process.  All written exam results are provided to the Orange City Fire Department where final recruitment decisions are made.  The written exam will be weighted at 25% of your total score in the recruitment process. Upon completion of the entry level written exam through NTN, it is the candidate’s responsibility to confirm that your scores will be forwarded to the City of Orange’s Human Resources Department.  The top passing candidates on the entry level written exam, who also possess the required qualifications and correctly submitted application materials, will be invited to an oral interview for consideration of placement on the Firefighter eligibility list.  The City’s Human Resources Department will contact the top candidates via email to invite them to participate in the subsequent stages of the recruitment process.

PHYSICAL ABILITY: As part of the physical ability requirement, we only accept valid California Candidate Physical Ability Test (CPAT) cards or Biddle Physical Ability certifications.  Please click on the hyperlinks for information and registration.  Candidates must possess either a valid CPAT card or Biddle certification dated within the last twelve (12) months of the recruitment closing date (i.e.  certification must be dated after November 25, 2017).  No exceptions.  The City of Orange does not reimburse candidates for their out-of-pocket expenses.

Please note: The next Biddle Physical Ability Test offered by Santa Ana College is scheduled for Sunday, November 4, 2018.  To sign up, you must be a Santa Ana College student, which requires an application and enrollment process that can take up to 5 business days to complete.  Please plan accordingly.

ORAL INTERVIEW:

A structured oral interview will be used to rate the candidate’s qualifications in areas such as: Education, Communication Skills, Job Knowledge, and Work Experience.

Interviews are tentatively scheduled for January 7-14, 2019 at Orange City Hall, located at 300 E. Chapman Ave., Orange, CA 92866.  Do not bring any documents with you to the oral interview – the interview panel will already have copies of your application, résumé, and certificates.  A score of 70% or above is required to pass the oral interview and to be placed on the Firefighter eligibility list.  Candidates will receive notification via email of their oral interview results and eligibility list status within approximately fifteen (15) business days.  Please do not call the Human Resources Department with oral interview results inquires during this timeframe.  Your oral interview score will be weighted at 75% of your total score in the recruitment process.

Once the Firefighter eligibility list is established, the Fire Chief will conduct interviews with candidates within Band I (i.e. candidates whose overall score is 90% or higher) and select candidates to move forward to the background investigation phase of the recruitment process.  The Firefighter eligibility list established by this recruitment will be in effect for 12 months, unless extended further by the Fire Chief and the Human Resources Department.

Examples of Duties

The following duties represent the principal job duties; however, they are not all-inclusive.  Other duties may be required and assigned.Duties may include, but are not limited to, the following: Respond to fire alarms and other emergency calls; perform firefighting and search and rescue duties; administer first aid; inspect structures; perform maintenance duties on station and equipment; respond to non-emergency calls; operate vehicles, aerial apparatus tiller, other fire apparatus, tools and equipment related to firefighting; must climb or work on ladders or high places; inspect and maintain equipment, tools and apparatus; participate in continuing instruction and training programs; assist in organizing and implementing training sessions and drills; assist in performing inspections of commercial and industrial structures for pre-fire planning and fire prevention purposes; perform public relations activities involving fire station tours and public/private school fire prevention activities; perform other duties as required.

Typical Qualifications

Knowledge of:Principles, practices and procedures of modern firefighting, fire apparatus, equipment, tools, devices, facilities and their proper use, advanced first aid, CPR, and other medical assistance techniques.

Ability to:

Learn to understand and act in accordance with departmental policies, rules, and instructions in the field of fire fighting; Learn to apply fire fighting techniques and procedures; Demonstrate mechanical aptitude as required in the operation of fire fighting equipment; Demonstrate physical aptitude; Learn the layout of the City’s water main system and street numbering system; Retain presence of mind in emergency situations; Think and act quickly and effectively in emergencies; Understand and follow oral and written directions promptly and accurately; Perform heavy lifting and physical maneuvering; Communicate effectively, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Operate fire and other emergency apparatus and equipment effectively and safely; Analyze fire and other emergency situations accurately and take effective action; Follow directions and orders of superiors quickly in emergency situations; Read, understand, interpret and apply departmental policies, rules, laws, and ordinances pertaining to fire suppression, prevention, and investigation work; Establish and maintain harmonious and effective working relationships with superiors and other employees in emergency and non-emergency situations; Speak clearly and give direction to members of the public; Write legibly in English; Carry out a conditioning program to maintain good physical fitness; Operate and maintain voice radio equipment.

EXPERIENCE AND TRAINING GUIDELINES:

Experience:

Minimum of 18 years of age at time of filing, and 19 years of age at time of appointment.

Training:

Graduation from high school, or equivalent to the completion of the 12th grade.

Completion of a State of California Certified Firefighter Academy, or California State Firefighter 1 Certificate (no exceptions).

License or Certificate:

  • Must possess and maintain a valid California Class C Driver license or higher by the close of this recruitment.  Must obtain California Class C Driver License with Firefighter endorsement by the end of the probationary period and maintain throughout employment.
  • Valid State of California EMT-1 card/certification and/or California EMT-P license.
  • Valid CPR certification.
  • Upon appointment and throughout employment, candidates who are EMT-1 certified must possess and maintain a current Orange County Emergency Medical Services Agency Expanded Scope Accreditation card and maintain throughout employment.  (Additional information regarding California EMT-1 and EMT-P certification/licensure can be found by clicking here.)
  • California CPAT card or Biddle certification dated within twelve (12) months prior to closing date of recruitment, and again three (3) months prior to start of employment.

HIGHLY DESIRABLE QUALIFICATIONS:Bilingual skills (English/Spanish)

California EMT-Paramedic license or NREMT-P Certified (Eligible for California EMT-P License)

STATION VISITS:

Station visits will only be allowed for candidates who have passed the written exam and have been invited to the oral interview phase of the recruitment process.

Supplemental Information

Performance of the essential duties of this position include the following physical skills and work environment.Ability to walk, stand, sit, and climb to perform various firefighting/rescue duties: manual dexterity to use tools and equipment; physical strength to operate heavy equipment including firefighting apparatus and rescue equipment, and to lift and carry people of varying sizes and weights; ability to reach, push, pull, grab, and carry equipment of varying sizes and weights; verbal skills to be understood orally in person, on the telephone, or on the radio; hearing adequate to hear and respond to instructions both in person and on the radio; vision to properly operate equipment and perform firefighting and rescue operations.

Requires the ability to perform on-site field inspections including exertion of a moderate amount of physical effort to stoop, crouch, climb and lift in performance of assigned duties; may be subject to uncomfortable working conditions including exposure to odors, toxic agents, machinery, explosives, dusts, noise and smoke; must be able to perceive color, shapes and odors; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as use of a personal computer or other office equipment or supplies and operation of a motor vehicle.

BENEFITS FOR ORANGE CITY FIREFIGHTERS, INC. LOCAL 2384 (SWORN EMPLOYEES) The City of Orange provides a generous array of benefits to employees in addition to maintaining competitive salaries.The following is a partial list of benefits:

Salary Range.  Salary Ranges are composed of five (5) steps, each approximately five percent (5%) apart. Advancement are generally made after one (1) year of service and based on performance.

Retirement Benefits.   Retirement benefits are provided by the California Public Employees’ Retirement System (CalPERS), including the City’s contribution toward the Third Level Survivor’s Benefit.

Effective January 1, 2013, newly hired sworn employees who are new CalPERS members, as defined by the Public Employees’ Pension Reform Act of 2013 (“PEPRA”), will be enrolled in the CalPERS 2.7% @ age 57 defined benefit plan with three year final compensation, in accordance with Public Employees’ Pension Reform Act of 2013 (PEPRA). New members will be required to pay half of “normal costs” of pension reportable salary as their full share of their member contribution.

An employee who is a “classic” member of CalPERS or a current member of another California public retirement system who is hired by the City of Orange on or after January 1, 2013, will be enrolled in the CalPERS 3.0% @ age 50 benefit formula with one year final compensation.  Employees contribute 11.00% of pension reportable salary on a pre-tax basis for this retirement benefit.  This contribution amount increases to 12.00% effective January 1, 2019.

Social Security & Medicare.  Employees do not pay into Social Security, however, do contribute 1.45% of salary towards Medicare.

Cafeteria Benefits Plan.  The City pays up to $1,520 per month which can be applied towards medical, dental, or vision insurances, and/or taken as cash under certain criteria.  This amount increases to $1,595 effective January 1, 2019.  The City also contributes $48 per month per regular full-time employee toward any group benefit plan(s) selected by the Union, such as life insurance and long-term disability.

Medical, Dental and Vision Insurance.  A variety of medical insurance plans are available through the PERS Health Benefits programs.

Vacation.  Employees earn 138 hours of vacation during the first four years of service, and an increasing accrual based on years of service to a maximum of 314 hours after 25 years of service.  The City also provides an annual unused vacation payout plan.

Holidays. Employees receive 9 paid holidays and 1 floating holiday annually.

Sick Leave. Sick Leave is accrued at a rate of 144 hours per year.  A partial payment for accumulated unused sick leave is available to City employees who retire from the City.

Other Benefits.  Fire Suppression employees work four (4) 48-hour shifts in a 24-day FLSA cycle.  An Employee Assistance Program, Tuition Reimbursement (up to $1,250/fiscal year), Trip Reduction Program incentives, optional Deferred Compensation programs and Credit Union membership are a few of the additional benefits provided and/or available to employees.

CONDITIONS OF EMPLOYMENT

A Medical Examination and Police Records Check are required of all prospective employees.  All fire positions require that candidates pass a thorough background investigation, medical exam, and psychological exam.  Candidates may be subject to taking a polygraph exam.
An Eligibility List containing names of successful candidates will be compiled based on the results of the examination process.  Unless canceled sooner or extended or exhausted, eligibility lists are valid for a period of twelve (12) months.  The Eligibility List may be extended based on recommendation by the Fire Chief and final approval of the Human Resources/Employee Relations Director.

Offers of Employment are made only after interviews are conducted by the Fire Chief.  Names of candidates on the eligibility list are provided to the Department, which has the option to interview and appoint to fill the vacancy.  Those not selected remain on the eligibility list until it expires.
