GENERAL STATEMENT OF DUTIES:

Under general supervision, this employee is assigned to a trainer for training as an Operator Dispatcher and will receive training and certification as an Emergency Medical Dispatcher (EMD).  Upon successful completion of training, the candidate will be classified as Operator Dispatcher for the purpose of performing highly responsible work dispatching police protection services, answers telephone requests for emergency services (fire, police, and medical), general information, and referrals.  Obtains pertinent information for each emergency situation, and relays the information to the appropriate emergency responders. Must be able to handle high stress situations. Performs other duties as required.

MINIMUM QUALIFICATIONS (KSAS):

TO QUALIFY AS A OPERATOR AND DISPATCHER:

Skill and ability to:
Read, spell, and communicate orally and in writing.
Evaluate potentially volatile situations and to deal effectively with people.
Follow orders and directives.

Knowledge of:
Procedures for operating the dispatch console.
Procedures for querying the computer and the skill to interpret the information.
The geographical boundaries of various police districts and jurisdictions.
The location of principal streets, major buildings, and institutions.
Police and/or other services for referral purposes.

Skill to:
Speak clearly and concisely.
Write legibly so that others may easily read it.
Maintain legible and accurate records of activities.

Ability to:
Listen in order to obtain important information.
Remember important work information such as addresses, descriptions, etc.
Prioritize and dispatch (route) police calls to the proper destination.
Communicate effectively with members of the Police Department and the general public.
Remain calm and exercise sound judgment in stressful situations.

REQUIRED EDUCATION AND EXPERIENCE:

Must be a high school graduate or equivalent (GED). College coursework in psychology, education, sociology, communications, criminal justice, public administration, business administration, liberal arts, or any related field is preferred.Each applicant must have a minimum of three years’ experience in emergency service dispatching OR three years’ prior law enforcement, fire services, paramilitary or military assignment. APCO certification highly preferred. Minimum qualifications as listed are highly preferred. Relevant experience may be substituted for education and education may be substituted for relevant work experience.

Other Requirements:
Must satisfactorily complete a background investigation.
Applicants must be free from alcohol and drug dependency and possess emotional stability due to the sensitive and stressful nature of this position.
Applicants must be free from felony convictions.
Must successfully pass state certification as a Telecommunicator.
Must have a valid Ohio driver license, or eligible to obtain one at the time of appointment.

OTHER REQUIREMENTS:
Must be willing to work rotating shifts, Saturdays, Sundays, and holidays.
APCO certification required within probationary period.
