The images show a man shouting "Get off my neck" to the two police officers who keep him handcuffed to the ground, one of his knees on his neck. A little later, he is put in a sitting position.
Metropolitan Police Deputy Commissioner Steve House called the video "extremely disturbing", noting that "some of the techniques used [...] are not taught in police training".
"A police officer has been suspended and another statement from the service operational, but not suspended for the moment," he added in a statement.
The Independent Office for Police Conduct (IOPC), the police, has been seized.
The man, who was examined by a doctor, remains in police custody after being arrested Thursday night for a fight and possession of an offensive weapon, police said.
This arrest evokes that of the African-American George Floyd, whose death at the end of May by asphyxiation under the knee of a white policeman had triggered the international Black Lives Matter movement.
