Why can't I play Lost Ark in the Netherlands?
Lost Ark revealed that it couldn't launch in Belgium, the Netherlands and several other countries because of their local laws and regulations. Lost Ark was considered a game of chance in Belgium and The Netherlands because of its random in-game items.
The game's official Twitter account also mentioned that Amazon has no right to publish the game. Hence, it shouldn't publish the game in any additional regions.
Therefore, any player in Southeast Asia (SEA) may be unable to play the game.
Unfortunately, we will not be able to support Belgium and the Netherlands due to local laws and regulations regarding random in-game items.

Is Lost Ark available in Asia?
Lost Ark is only available in 4 regions: North America East, North America West, Central Europe, and Latin America. Only these regions have their servers available.
Kindly note that the Lost Ark game is not available in the Asia continent and many countries in it. The restriction resulted from local laws, which saw its paid items as “Gambling/RNG content”. Hence, it resulted in blocking the game in specific countries.
Lost Ark also replied on Twitter that it is not interested in pushing the game to other regions outside the list. As a result, if you live in any of the areas affected, you may not be able to play the game.
However, you might consider using a VPN while downloading on Steam to bypass the restrictions from your region.
At this time, Amazon does not have the rights to publish Lost Ark in any additional regions.
