VMar Choe Ryong Hae delivered opening remarks, followed by a report delivered by Col. Gen. Jo Kyong Chol which said:

President Kim Il Sung (Kim Il-so’ng) provided the Chuch’e-based idea of security work in the army and precious tradition in the crucible of the great anti-Japanese war, adding that after the liberation of the country he set up a security organ of the People’s Army in the early period of building modern regular armed forces and clearly indicated the way to be followed by it in every period and at every stage of the development of revolution and wisely led it.

Leader Kim Jong Il (Kim Cho’ng-il) convened a meeting of security personnel of the KPA in October 1993, the first of its kind in the army-building history, and sent a historic letter to the participants in the meeting, providing the security personnel with an ever-victorious treasured sword and always leading them to do their job as required by the idea and intention of the party.

The great Generalissimos’ idea of Chuch’e-oriented security work in the KPA and feats performed by them in it have been creditably carried forward and developed on a new higher level under the wise leadership of Kim Jong Un.

The KPA security organ has carried forward the tradition of devotedly defending the leader thanks to the trust and loving care of the supreme commander, thus developing to be a core unit firmly protecting the safety of the headquarters of the revolution at all places and times.

The KPA security personnel have grown strongest in thinking and faith who advance along the road indicated by the party only and to be stalwart Songun revolutionary soldiers who share will, breath and destiny with the supreme commander.

The meeting report was followed by speakers who “renewed their resolution to firmly establish the supreme commander’s unitary army leadership system in the KPA security organ and creditably fulfill their mission and duty in the sacred struggle to defend the party and the leader, ideology and system of the country and the army of the revolution, bearing deep in mind the historic letter sent by him.”

Kim Jong Un later attended a photo-op with the meeting’s participants.  Also in attendance were VMar Choe Ryong Hae, Gen. Kim Won Hong, Lt. Gen. Kim Su Gil, Lt. Gen. Ryom Chol Song, Col. Gen. Jo Kyong Chol and Hwang Pyong So (Deputy Director of the Korean Workers’ Party Organization Guidance Department).  According to KCNA, Kim Jong Un “highly appreciated the feats the security personnel have performed by devoting themselves to protecting the party and the revolution and the country and its people whether they are known or not and they are praised or not, cherishing the trust of the party as the high honor and happiness in their lives” and “noted that the meeting provided a new landmark in increasing the militant function and role of the security organ of the KPA.”

Kim Jong Un and the meeting participants also attended a concert given by the State Merited Chorus (Merited State Choir [MSC]).  According to KCNA, “performers sang high praises of the outstanding and experienced leadership and matchless courage and grit of Kim Jong Un who has exalted the dignity and honor of the great Mt. Paektu (Paektusan) nation while building on this land a thriving socialist nation envied by the whole world” and “strikingly demonstrated through their presentation the truth that it is the fixed faith and an iron will of all service personnel and people of the DPRK to unite ever closer around Kim Jong Un and always share destiny with him.”  Kim Jong Un “waved back to the enthusiastic cheers of the performers and audience and congratulated the artistes on their successful performance.”
