Hezbollah Warning Map

this is pretty interesting...
Hezbollah published the following warning to Israelis..

Taking a page out of Israel's book and perhaps looking to deflect some criticism about indiscriminately attacking civilian areas of Israel and population centers, Hezbollah warns that all civilians should abandon the areas circled in red, being the entire northern area of Israel from Kiryat Shmona until Haifa.
Hezbollah suggests going to the areas marked in green that are temporarily being considered safe zones, being Tel Aviv and/or Eilat.
I am not sure what the rest of the country is considered as it specified Tel Aviv or Eilat, while the rest is not marked or mentioned as being dangerous or safe. 
And does the fact that the Golan and Shomron were left off the map mean they are safe or dangerous?
They do need to improve the Hebrew as the green marks on Tel Aviv and Eilat are rectangles, not circles.
Does this temporary safe zone in Eilat mean the Houthis wont be shooting at Eilat for the foreseeable future?
Does this mean Hezbollah, perhaps even just temporarily, does not have access to its longer range missiles?
