Eugenics Aborted - Russia Denies the Legal Right of Termination

I may have said this before, but I'll say it again, "I can't work out what's going on."
I'm refering (this time) to the amazing story from SkyNews where they posed as a four-month-pregnant woman and arranged with a Russian clinic to abort.
A casual and often negligent attitude to termination is not unusual. The first country to legalise abortion also has the highest rate of it in the world.
But, in an attempt to reverse Russia's looming population crisis, the government is introducing changes in the law that activists argue could make it impossible for women to have a choice and worsen the problem of illegal abortions.
In Russia, people are dying nearly twice as fast as they are born. To try and curb this there will now be an enforced waiting period of up to a week before a woman can have an abortion.

Now, with seven billion 'useless eaters' crammed onto Planet Earth, I was under the DISTINCT IMPRESSION that we're living on some sort of tyrannical New World Order eugenics hell-hole with all sorts of sinister globalist schemes to reduce the population so that the finances of a limited resources planet can be made more manageable ... apparently not.
Even though Russians are both willing and prepared to have more of their population die (due to abortions) than survive to full term, they are being made to WAIT for psychological evaluation than be given their legal right.
WHAT THE FUCK IS GOING ON with these conflicting and contradictory projects? 
Does the NEED TO KNOW right hand even know what the NEED TO KNOW left hand is doing?
