That being said, the Badatz Eida made a dramatic, and perhaps historic, decision today, and I am happy about it.
The restrictions on kapparos imposed by the Ministry of Agriculure have done their damage to the minhag. The restrictions make it difficult for those looking for chicken-based kapparos. Due to these restrictions, and the resulting difficulties, the Eida announced that this year people should use money (for tzedaka) for kapparos instead of chickens. The Eida has also stated that a person doing kapparos with money should use at least 25nis per person.
Obviously they use the opportunity to criticize the evil government decrees against religion...
