I don’t think there was ever any doubt that the outcome of the angelic civil war would be a problem, at this point. It really didn’t even matter which side won. Granted, Raphael was looking to jump-start the apocalypse, but Castiel was looking for a way to single-handedly take command on humanity’s behalf. That sort of thinking rarely ends well.
