JOB SUMMARY:

Are you looking for an opportunity that will allow you to enjoy the beach while making a difference everyday? The City of Pismo Beach is looking for enthusiastic people to become lifeguards to keep our beaches safe this summer.

WHO ARE WE?
Pismo Beach is a full-service, oceanfront city with a population of about 8,500, located in San Luis Obispo County, midway between Los Angeles and San Francisco.  The City’s commercial base is primarily tourism-oriented, with a significant number of hotels, motels and restaurants.  There is no smog, which makes the area healthy for outdoor activities.

DESCRIPTION OF THE BEACH
The City Beach extends approximately 1.5 miles.  The temperatures generally are mild during the summer months.  They can occasionally reach the high 90’s.  The predominate northwest wind can reach speeds of up to 35 knots, which can create extreme ocean conditions.  Occasionally, tropical storms from the southwest and strong northwest winds can create large swells that reach the Central Coast.  When this occurs, ocean dynamics change, and rip and lateral currents develop, resulting in dangerous conditions for ocean swimmers.

WHAT IS THE ORGANIZATION?
Cal Fire / City of Pismo Beach Fire Department.  Full-time staff includes the Battalion Chief, three Captains, and three Fire Apparatus Engineers.  Additionally, the department employs 20 reserve/paid call firefighters and approximately 20-25 seasonal lifeguards and junior lifeguard program instructors.

DESCRIPTION OF THE PISMO BEACH LIFEGUARD DIVISION
Lifeguards are members of the Pismo Beach Fire Department.  Lifeguards are hired on a seasonal basis and may work from Memorial Day weekend through Labor Day weekend.  The lifeguards protect the 1.5 mile stretch of beach with five lifeguard towers and a patrol vehicle.  Lifeguards are supervised by a Lead Lifeguard who reports directly to the Lifeguard Administrator, on-duty Fire Captain and/or the Battalion Chief.  Seasonal staffing consists of approximately 20-25 lifeguards.

PISMO BEACH LIFEGUAD MISSION
The Pismo Beach Lifeguard Mission is to provide an elevated intensity of life and beach safety to the visitors and residents of Pismo Beach.

Under general supervision, patrols the City beach to ensure proactive and expeditious accident prevention and response; responds to beach, cliff and water-related accidents and emergencies; enforces compliance with state and local laws, including beach ordinances; educates the public regarding beach and water safety and other public safety matters; maintains lifesaving and other related equipment and facilities; and performs related duties as assigned.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS:

WHAT ARE THE RESPONSIBILITIES OF THE POSITION?
This is a seasonal position working schedules of up to 40 hours per week.  Lifeguards are responsible for safeguarding the public in the water and on the beach.  Duties include:  rescue and administration of emergency medical care to injured victims, prevention of accidents both in the water and on the beach, constant assessment of the changing surf conditions, public education and notifying beach patrons of potential hazards, and searches for lost persons both in and out of the water.  While performing these duties, Lifeguards must be able to follow instructions, communicate effectively both orally and in writing, prepare reports, and establish and maintain a positive working relationship with other city employees.Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. From lifeguard vehicles and towers patrols and observes beaches, bluffs, parks and the water to monitor waders, simmers, surfers, and other persons, along with boats and other watercraft and vehicles; through communication and proactive safety contacts, averts potential accidents; utilizes swimming, paddling and water lifesaving skills to perform water rescues; provides first responder medical emergency response to water and other City emergencies, including initial patient assessment, cardiopulmonary resuscitation and trauma emergency care; prepares patients and assists paramedics in advanced life support emergency medical care. Provides general assistance, information and instruction to the public regarding beach, water and other related public safety issues; receives, responds to and resolves questions, inquiries and complaints from the beach going public; if warranted, refers requests and complaints to management; provides guidance, warnings and announcements for the publics benefit and information; administers basic first aid for minor injuries. Enforces City beach ordinances including those related to animals, alcohol and public gatherings; identifies illegalities and issues warnings in accordance with applicable laws; ordinances and departmental policies; as necessary, calls for backup support from police department; responds to beach-related emergencies involving dangerous marine life. Cleans, services, maintains and performs minor repairs to equipment and facilities; checks and monitors upkeep and preventative maintenance of towers and emergency equipment, including lifesaving and water rescue equipment, to ensure it is fully operational and prepared for emergency situations. Participates in educational courses and training in advanced lifeguarding techniques and equipment, medical aid and a variety of other subjects relating to lifeguarding; studies and learns local ocean, surf, weather, beach and environmental conditions; studies and learns departmental operations and procedures.

QUALIFICATIONS:

WHAT EDUCATION, LICENSES, AND CERTIFICATIONS ARE REQUIRED?

Applicants must demonstrate that they have a sound aquatic background with knowledge of ocean and beach hazards, as indicated in the application and resume. To qualify for the swimming test and subsequent selection processes, applicants must be 18 years of age or older (17 if graduating with a high school diploma), possess a high school diploma or GED and possess a valid California driver’s license.  Applicants must also possess certification in CPR for the Professional Rescuer and Title 22 First Aid OR a current EMT certification prior to beginning employment.

SWIM TEST
Applicants must complete a 900 meter ocean swim in 18 minutes or less.  This test is scheduled for Saturday, March 25, 2017.  Applicants who meet the minimum screening qualifications will be notified of the specific time and location of the swim test.

Knowledge of:

Ocean, weather, surf, beach and environmental conditions; first aid practices, terminology and techniques, cardiopulmonary resuscitation practices; techniques to operate lifesaving medical equipment, including defibrillator, general lifeguard and rescue equipment, such as radio equipment, paddleboards and four-wheel drive vehicles; municipal codes and ordinances regarding use of beaches and parks; applicable federal and state laws, including state boating laws. Ability to: Alertly observe and analyze a wide variety of public safety situations and determine appropriate courses of action; establish and maintain effective working relationships with staff, public and governmental agencies; communicate effectively both orally and in writing; interpret, apply and explain applicable laws, codes and ordinances; apply medical care at the basic life support level, including cardiopulmonary resuscitation; prepare and maintain clear, concise and accurate documentation; utilize sound, independent judgment within established guidelines; remain calm, make sound decisions and respond appropriately in emergency situation; maintain personal physical endurance, strength and agility. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

WHAT IS THE COMPENSATION OF THE POSITION?
The compensation during USLA Ocean Lifeguard Academy is $10.50 per hour. Upon completion of the Academy, the compensation is $15.86 an hour.  Social security and worker’s compensation are provided.  No other welfare, retirement, or paid leave benefits are provided.  Health care is provided upon request.?WHAT HAPPENS AFTER I APPLY?
Candidates who meet the minimum screening qualifications will be notified of the date(s) and time(s) of the swimming performance test and oral board interviews.  Applicants who successfully complete the swim test will have an oral interview that same day.  Further, qualified applicants will be subject to a background investigation, including fingerprinting and a criminal history check with the Department of Justice.  Conditional job offers will then be made with final appointment subject to successful completion of a pre-employment physical exam, TB test, a drug screen, and successful completion of our mandatory USLA Ocean Lifeguard I Academy.WHAT IS THE DEADLINE TO APPLY FOR THE POSITION?
