One would assume the term "Watch List" would refer to someone actually, you know, watching the person on the list... evidently not since Boston Bomber Tamerlan Tsarnaev was on two Government watch lists, both of which somehow missed his very public devotion to Islamic terror, via his YouTube channel.
U.S. officials said Wednesday that at the request of the CIA, Mr. Tsarnaev was added to a broad database called Terrorist Identities Datamart Environment, which holds hundreds of thousands of names flagged by multiple U.S. security agencies.
[...]
The FBI's earlier contact with Mr. Tsarnaev already had caused his name to be put in another database, called TECS, which is used by U.S. police and national-security agencies, two law-enforcement officials said.

Tamerlan Tsarnaev was on the TIDE watch list and the TEC watch list and despite numerous warnings from Russia, which instigated investigations into Tamerlan's extremist ties, not only did the Obama administration drop the ball, but Massachusetts taxpayers basically supported the guy. Those same taxpayers will now pay for the other Boston bomber's defense, Tamerlan's younger brother, Dzhokhar.
I guess it was more important to "watch" law abiding gun owners and those dangerous Christians and Catholics, than it is to "watch" an Islamic Extremists devoted to Islamic terrorism and who has extremists ties.
