Wichita Teenagers with Guns

The Kansas City Star reports.
Police said a 16-year-old boy shot his 17-year-old sister and a 17-year-old boy just before 1 a.m. Sunday in the 2500 block of East Shadybrook, near 21st and Grove.
The 17-year-old boy was pronounced dead at the scene.
Sgt. Jesse Boomer said the girl reported that the boy shot her and her boyfriend because he was upset about their relationship.
Where do teenagers get guns in Wichita? Who do you think was the last legal owner of the gun used in this tragic scene? Shouldn't that guy bear some of the responsibility? I say yes.
