What Impedes Revival of Post Office at Triplicane... ??

Apropos earlier posts on the long wait of residents of Thiruvallikkeni for continuance of ‘Sri Parthasarathi Koil Post Office’ …. Residents have been representing to every authority ; have given petitions and now given a memorandum requesting intervention of the Hon’ble CM of Tamilnadu Ms J Jayalalithaa too. 
Recently I had posted on the report that appeared in The Hindu…..  Today’s [17th Oct 2013] leading Tamil daily ~ Dinamalar - also carries a report stating that the present imbroglio is due to the fact that HR&CE insisted on advance; to which Postal authorities had problems stating that Postal Dept never pays advance and that the rent fixed is agreeable…… HR&CE reduced the advance to 6 months though they were communicated that Post Office is not in a position to pay advance. what impedes revival of Post Office at Triplicane... ??
Local associations / residents came forward to pay the advance money ~ relinquishing any claims that anyone could have to such deposit – the move has not found favour with either of the departments. 
A building in Car Street belonging to Thiruvallikkeni Sri Parthasarathi Swami Temple stands ready but somehow procedural wrangles have ensured that it could not come into being despite passage of months……
When will the long wait of Triplicane residents – the aged and pensioners end ?!?!? and when will we see revival of ‘Sri Parthasarathi Koil Post Office’ ….. only one of its genre named not after the locality but after our presiding deity Sri Parthasarathi.
