Scoring Drought Woes

I've read a number of articles now where everyone is bemoaning the lack of scoring in the NHL. Theories such as depth of the 3rd and 4th lines, lack of enforcement on obstruction calls, reduced PP opportunities all seem popular. New rules are supposed to see a change in faceoffs as a way to improve the scoring. Really? They already virtually ignore goalie interference and that hasn't led to more goals, so how does forcing the defender to put his stick down first hope to significantly change things? 3 on 3 in OT because it supposedly allows the skill players room to show their stuff. OK, if that's what they want, in lieu of increasing the rink size (I prefer the international rink anyway), why don't they just play 4 on 4 instead of 5 on 5?
I wonder what you guys think would improve the scoring. I'd like to see them eliminate the offside calls. That would be an easy change. Let the game open up instead of the step-by-step advancement into the offensive zone. It would keep more defensemen from pinching down low as they would need to stay back to protect against the breakouts.
