LA County to Restructure Elderly Program Contracts for Antelope Valley

LOS ANGELES – The Los Angeles County Board of Supervisors on Tuesday is set to approve a necessary restructuring of contracts to avoid interruption of elderly nutrition, supportive and family caregiver services for the Antelope Valley.

The county’s Community and Senior Services recommends the termination of three contracted elderly programs with Antelope Valley Committee on Aging (AVCOA), which was suspended in November 2013, while increasing contract amounts for the YWCA of San Gabriel Valley and Santa Anita Family Service to continue elderly support services to the Antelope Valley and surrounding areas, according to the staff report.

The three contracts with AVCOA include the Elderly Nutrition Program (ENP), Supportive Services Program (SSP), and Family Caregiver Support Program (FCSP).

The county suspended AVCOA on Nov. 1, 2013, due to the organization’s inability to “continue all of the county contract requirements, including the maintenance of Workers Compensation insurance, invoice payments to vendors in a timely manner, and the provision of meals and supportive services to clients, which jeopardized their safety and well-being.”

The YWCA of San Gabriel Valley was the only interested ENP and SSP contractor with the capacity to provide comprehensive and supportive services to the needed areas, while Santa Anita Family Service was the only FCSP contractor that responded to the need for family caregiver services to the areas.

“Assessments were completed on all of the identified clients to ensure that needed services would continue uninterrupted,” the report states. “In order to alleviate the emergent situation without delay, CSS utilized its delegated authority to increase the YWCA’s contract funding authority by 10 percent from $2.21 million to $2.43 million.”

The anticipated requested increase of approximately $450,000 to the current ENP contract for the YWCA of San Gabriel Valley will allow the continued provision of ENP services to the Antelope Valley and surrounding areas through the current fiscal year ending June 30, 2014, the report states. About $920,000 for each of the remaining fiscal years (FY 2014-15 and 2015-16) will allow for the continuance of ENP services by the YWCA of San Gabriel Valley through June 30, 2016.

And the anticipated requested increase to the current FCSP contract of approximately $47,000 per fiscal year will allow for the continuance of FCSP services by Santa Anita Family Service throughout the remainder of the four-year term of the FCSP contract, ending June 30, 2017, according to the report.

PROGRAM DESCRIPTIONS

According to the staff report, the ENP provides nutritional meals to eligible older adults at strategically located congregate meal sites as well as home-delivered meals to home-bound frail, elderly clients. The SSP provides a variety of services to older individuals to address functional limitations, maintain health and independence, promote socialization, and ensure access to the senior service system to avoid premature institutionalization. The FCSP provides support to caregivers caring for frail, elderly relatives to help minimize the negative emotional, physical, and financial consequences of unpaid family caregiving by providing access to available support services to enable unpaid caregivers to keep their loved ones at home for as long as possible.
