Reporting to the Manager of SharePoint and GIS in Information Services (IS), this individual is required to work in achieving the business strategic initiatives through the use of Information Technology. Specifically, this individual will focus on the GIS area and supporting applications; responsible to collaborate with the business to deliver a consultative approach to implement clear and concise business strategies. This individual will then be responsible to work within the IT department to provide leadership on the implementation plan and ensure the solution aligns to the corporate and Enterprise Architecture strategies by applying system analysis and modeling techniques. This role also requires monitoring to ensure the continuous improvement and refinement of the critical GIS processes. These processes need to align and be supported by the applications to ensure business value is being delivered. The design and implementation of management systems to measure improvements will also be required.
Responsibilities
• Make recommendations for effective applications of GIS to relevant processes.
• Drive the use of geo-spatial tools to support the business activities of AltaLink, including geo-spatial data design, storage, maintenance, reports, map production and geomatics services through the implementation of a GIS business roadmap.
• Following corporate strategies and principles, develop and implement corporate wide standards for spatial data, GIS policies and procedures.
• Providing support and consultation for the following areas: development and implementation of strategy that align to corporate directives, developing appropriate business solutions and providing consulting coaching and mentoring to their peers.
• Provide support and guidance to all GIS staff to ensure appropriate use and integration of relevant GIS tools.
• Work closely with the Manager of Asset Management Information (AMI) program and Manager of GIS and Drafting to ensure appropriate development and support of the AltaLink Assets and Project GeoDatabases.
• Work closely with the business to define the requirements on key GIS projects within the transmission industry, including detailed functional requirements, technical specifications, system specifications, development and user testing plans for GIS applications.
• Ensure system analysis and modeling techniques are applied to design effective GIS solutions to meet business requirements.
• Provide GIS application leadership to the corporation.
• Develop business specifications and apply procedures to all GIS related applications.
• Maintain existing application source code, scripts and routines for data manipulation, update and reporting, and provide additional enhancements as required.
• Provide input in the effective use of current and emerging GIS technologies and their integration with changing business requirements.
• Provide application expertise and leadership to other technical teams within the corporation.
• Provide leadership to vendor resources who are not direct reports (informal leadership).
• Provide quality review and signoff of application project deliverable.
• Attend the Change Approval Board as required.
Qualifications
• Degree in GIS or related discipline i.e. Geomatics Engineering, Geography, Computer Science, Civil Engineering, Land Surveying or equivalent experience.
• Minimum of 7 years experience working with FME Workbench and ESRI GIS product suite and associated extensions. (i.e. ArcGIS Desktop, ArcGIS Server Administration and Management – Advanced, Standard, and Basic)
• Within the above noted 7 years we require minimum of 5 years of programming experience including ArcObjects, C#, VB.net, ASP.net, and Microsoft .NET framework 4.5; ArcGIS Silverlight and JavaScript APIs design, development, and troubleshooting using MVVM Pattern and WCF RIA services, Geo processing using Python Scripting, HTML, JavaScript, AJAX, Team Foundation Server 2013, subversion.
• Experience should also include minimum of 5 years advanced experience designing, creating and the maintenance of ESRI geo-databases using MS SQL Server 2008 R2, 2012, as well as SQL replication process.
• Extensive knowledge of GIS methodologies and tools, including ability to effectively use development lifecycle.
• Experience with field data capture methodologies and integrating GPS data in a GIS is an asset.
• Proven knowledge and experience in Geo-spatial IT Systems – (i.e. network, storage, data, desktop, and security)
• Extensive experience in utilizing operational tools (e.g. application monitoring, incident management, change management, capacity planning) and managing infrastructure within an enterprise environment.
• Proven experience leading others who are not direct reports (informal leadership).
• Self-reliant/self-motivated person who works well in a dynamic team environment.
• Proven ability to manage multiple, concurrent requests.
• A high attention to detail while producing quality work in a timely manner.
• Ability to assess business needs and develop pragmatic solutions.
• Ability to think and plan strategically.
• Strong interpersonal and verbal/written communications skills
• Continuous upgrading of technical skills required.
• Proven track record of good attendance and performance.
