Binary Moment Approaches for EURUSD

We are nearing a binary moment in EURUSD. Which of the two paths will it take: (1) Ramp off the neckline, spiking it or not, for a failed H&S and massive move up, or (2) break the neckline of the H&S, confirm that pattern and sell off to much lower?
